Consequentialist Punishment vs Retributive Punishment?

Suppose a consequentialist judge gave an offender a 30-year prison sentence for shoplifting in order to deter future shoplifting; and suppose further that it worked—there were no more incidents of shoplifting. Why would the retributivist still reject this sentence as justifiable?
